H1B RFE - Visa Refused on DS-160 Declaration for Visa interview

I have applied for H1 visa in the past and it got rejected when it is in RFE phase itself. I haven’t even attended the H1 visa interview.
Now i am applying for F1 visa and when filling DS-160 i have below question

Have you ever been refused a U.S. Visa, or been refused admission to NO the United States, or withdrawn your application for admission at the port of entry?

What should be the answer to above question? Yes or NO ?
