Would you have any information about the new rule for all the H4’s getting an EAD. I came across some site which mentioned that the rule will be passed by end of march 2013

No such rule has passed and whatever is under process has no set timeline. Unless you see something on the USCIS website, everything else is just a rumor. Last I heard from USCIS website, they plan to issue EAD to temporary residents on H-4. However, they also mentioned that it will not be issued to all H-4 candidates and need to have a pending green card application. Something like spouse in 7th year of H-1 and PERM/I-140 approved. However, as it is still under process, one has to wait to know the exact statement.
