Work permit expired without stamping

I have H1B work permit approved in 2020 but the visa stamping was not done and I have not travelled to US.

Now my work permit will expire in October - will I be eligible for CAP exempt in case if I find any new client and apply a new petition(employer is same)

You can try for cap-exempt, and there are chances USCIS may approve.
