Will regular or premium processing affect the chance?

Assume that Person A files with regular processing and Person B files on premium processing on April’1st. Decion on premium processing for the person B will be taken in 15 days. But for regular processing for Person A, by the time USCIS takes decision, if annual cap is reached, what will happen?

or USCIS will not go to the next case before finalsing this case?

I think Annuale Cap is based on # of Receipt (or petition received) not by Decision. I am not sure.

That is correct. All petitions received prior to cap reaching max, will be issued and will be processed even after the cap has been reached.
