I have got a H1b in 2001 and never used it. I want to know will I be able to apply for a h1b without getting into the quota using the clock reset ? Is there any law saying it is applicable after certain date or if there is any expiry date to that.

Although USCIS has a 6 years clock which expired in 2007 for you, I recently saw a similar case where person was able to get cap-exempt petition using a 2003 petition.
So if you are able to find an employer, discuss the case w/ them and their attorney can gauge whether to apply or not.
