Also is there an option to upgrade from regular processing to premium processing after receiving the case number?

Yes you can upgrade your application from RP to PP, but there is no point in doing it once you get through the lottery. In case of NEW applications, many people opt for PP just to know the results sooner and then to get on with Plan B in case of rejection.
