There was recent announcement in media about in person interview.

It is not very clear from the contents of above news about eligibility.
My previous visa stamping is L1, do I also qualify for drop box facility if I am applying for H1B with approved petition. From when this rule will be in effective?

There is confusion about eligibility of Interview waiver. Correct position is as follows
There is no blanket instruction to consulates to grant interview waiver as per newly introduced rule.
It is the discretion of the Country Embassy/ consulate to grant such interview waiver.
As of now it is NOT being granted in India. It could be granted in some other country. It may or may not be granted in India later.
