You can apply as many times as you want however if you are nor addressing the reason for denial in your latest application, you can expect the same outcome.
The most common reason is the CO feels you do not have enough ties with your home country so you may become an immigrant to the US and may not come back after your studies or you dont have enough financial support for paying for the studies.
