Travel to USA on L2 while waiting for H1b approval

Hi

I am in USA on L1 and my spouse is in India and waiting for H1b approval as the current status is " Request for Evidence Response Review".

  1. My spouse got L2 visa as my dependent, Can she travel to USA while she is waiting for the H1b approval?

  2. If she travels to USA now on L2 and later if she receives the H1b approval while in USA, Will it be possible for her to work on H1b approval and without H1b visa stamping? and Does she still require EAD to work?

  3. If she applies for EAD after reaching to USA on L2, will it affect the H1b approval?

Kindly suggest.
