MY MOTHERS SURNAME IN BIRTH CERTIFICATE AND IN THE 10TH PASS CERTIFICATE IS DIFFERENT.APO HAS ASKED ME TO MAKE A NEW BIRTH CERTIFICATE BUT THAT IS NOT POSSIBLE.WHAT DO I DO NOW???IF I MAKE A AFFIDAVIT THEN WILL THIS BE SUFFICIENT

If you are from India, 10th certificate is the official birth certificate and it supercedes other documents. If that is the correct name, no action is needed. If that is not the correct name, an e-affidavit will work for Indian passport office but such affidavits are not considered valid for US visa purposes like green card sponsorships. You will then need a document that is signed by witnesses to your mother’s birth (like sister, aunt, uncle others) and countersigned by magistrate.
