Returned back to India without attending the university

I got f1 visa for spring semester 2016 and I went to Usa to attend the university.But due to some reason I came back to India with in a week without reporting in the University.I reapplied to different university and got admit for summer 2016.So my questions are

1.Do I need to retake my f1 visa interview as I am changing the university?

2.Do I need to pay agin for my sevis or just email them to change it?

Your F-1 visa stamp is valid, a second interview is not needed. The new university requires update of the SEVIS record, you will need to pay the fees.
