I had a H1b visa which got expired in 2010. Can the petition be extended? if yes for how long. is it for one year starting from 2007 (the year which i filed ) or for another six years starting from 2013
I did not visit US on the above visa.

You can file cap-exempt new H1B petition anytime (no need to wait for April 2013). This is not an extension but a new H1B petition.
Six year limit is calculated based on your physical presence in US. As you have not gone to US so in your case, you have full six years.
