Proclamation 10052 and L2 visa

Hello.
Does this proclamation apply for me if:

  1. on proclamation’s date I was in USA (actually I am in USA so far).
  2. my status L2.
  3. I didn’t have valid visa on proclamation’s date.
  4. on March I want to go to the Ukraine (my country) to get visa L2 stamping.

Can I get visa L2 and return to the USA?
