procedure to transfer from F1 to H1 status without course completion

hi,

i am is US on F1 visa and pursuing the first semester in MS, computers(2nd masters).

i have completed my bachelors and masters in business administration in India with an year experience.

i would like to know if i can apply for H1b visa this april-2015 with the above quaifications and if yes what quota will my application would fall into?

Yes, you can, if your job that you apply matches your bachelors or Masters. USCIS requires that one has a degree equivalent to US bachelors degree. You will have to file it under regular quota as your masters is not yet completed from US university.
