Possibility of H1-B extension by a new employer

Hi,

I was selected in H1-B lottery process in 2013 and my visa was stamped in 2014.I travelled to USA for 6 months in 2014. My H1-B visa expired on 1 Aug 2016. My questions are:

1.Now if I have switched the employer in India, can the new employer start my renewal process with the reference of older petition which expired?

2.After expiring of petition within how many days should the new employer renew my petition?
