On OPT Ext -- H1B picked lottery

Hi,

I am on OPT STEM extension which will expire in sep-19. My H1b is picked in lottery. As a backup, I want to get into Phd program in an university from Aug-19. Can I transfer my SEVIS record from my current university to a Phd university? Once H1b is picked in lottery, what will be my status?

If your H1B was applied as Change of Status, if your H1B is approved, your status would change to H1B on October 1st. You need to discuss with your attorney on how they applied and talk to DSO accordingly.
