No RFE rule causing h1b status updated 'Notice Was Returned To USCIS Because The Post Office Could Not Deliver It'

My employer mentioning that application might be rejected due the new rule (no RFE from Sep 2018).

Anyone of you got similar status update post 11th Sep?

There is no issue with the given address. What could be the reason for this weired status?

Seems my employer was wrong. They have requested USCIS to resend the RFE notice and got confirmation that docs would be delivered soon. So new RFE rule is not impacting current year application.
