No of attempt & year of experience in current company

Selected in h1B lottery.
I have few questions as stated below:

  1. Is USCIS consider how many times did I applied for H1B?

I have totally 3.6 years of experience.
2. But in current company I have 8 months of experienc only, will it make any impact on petition approval.
