I have a Dropbox appointment scheduled in 2 weeks, Has anyone attended dropbox recently Do i need to carry NIE letter. Can somebody give me some format to use. I work full time with a US based bank and do not fall under any other exemption criteria.

If you do not qualify for NIE, why are you asking if you can carry NIE letter? 
You may proceed with dropbox and see if you get your visa approved or get a 221g citing presidential proclamation 10199. If you get your visa approved somehow, without NIE you can travel via a 3rd country, not in the ban list, after a stayover of 14 days before entering the US.
