NIE Approval - Mumbai Consulate for F1

Hi ,

I’ve applied for NIE to the Mumbai consulate on 5th August and it’s been one month and I am still waiting. I am on F-1 OPT and there is quite a lot of talk as there is blanket NIE on OPT/CPT and some immigration is asking for NIE on a port of entry. So I do not want to take risk and want to return back. Is anyone in the same boat? I see a lot of consulates are approving faster than Mumbai.
