I got my H1B approval in 2006 . H1b stamping done and expired in 2009 From A company.

Can I refile my H1B under exempted cap from B company and how long will it take ?

Did you ever enter US on this visa? If you never entered US on this visa, then your 6 year limit to apply for cap-exempt petition expired in 2012.
