My H1 Visa got expired on 13th November, 2017. Though I applied for extension on 8th August, 2017 and got RFE on 16th October, 2017. Responded on that RFE on 19th December, 2017 and still waiting for approval. Meanwhile can my wife apply for Tourist Visa and travel to US? She has H4 VISA stamped but only till 13th November, 2017.
Option 1: Upgrade to premium if you have Client Letter and not many layers
Option 2: Ask your employer to Raise a Service Request online/thru phone, request can be raised if there is no status for more than 60 days from RFE receipt date
Option 3: She can get B1 stamping, but when she is here, must file COS to H4 from B1 or go out of country and get H4 stamped again

If you had meant B2:
When you are in H1 in the US, I doubt if her B2 will be approved. It is pretty clear that she will join you and live with you and the purpose of B2 would be defeated and questionable.
