Must employers follow Foreign Labor Certification Data Center location specific prevailing per hour wage updates ?

Im an H1b visa employee with a four years contract to my present employer, and was employed last January 2013 with a per hour rate of $20 (not actual rate).

As of August 2014 the Foreign Labor Certification Data Center/DOL updates the per hour rate to $25( not real update) .

Will my employer upgrade my wage per hour rate if the Foreign Labor Certification Data Center updates per hour rate.
