Lost passport and US H1B petition approved.

I have H1 petition approved. But I lost my passport couple of months back. Gave the complaint and had reapplied for the passport, which is in progress. Could you please tell me what is the procedure for letting the USCIS know about the incident and what will be the prerequisites in this case to attend the Visa interview. The new passport will have address changed and with addition of spouse name. Also I would like to know the procedure for applying dependant Visa which was not part of my original petition.

Without passport you cannot attend the visa interview. You need to wait until you get your passport and then schedule the visa interview. No need to let the USCIS know all this.
