L1VISA- dependant minor (11 months old )

My self and spouse have L1 Visa stamped. Currently my spouse and baby( who is less than 12 months old) are in INDIA ( and I am in US) require L1 VISA stamping to travel to USA. Would like to know if baby with age less than 12 months need to go to US consulate office for VISA interview and stamping process…? What are the process and procedure that i need to follow?

The child qualifies for interview waiver program and doesn’t need to make personal appearance.
