L1B to H1b COS transfer - Deadline for H1B decision?

I am currently on L1b and my employer has applied for H1B visa this year. It got picked up in the lottery but the status on USCIS still shows as received.

Would I be getting my H1b by Oct 1 2020 or are there chances that this will/may get delayed?
Is there a deadline by which USCIS has to approve/deny all the H1b visa applications?

It can get delayed, there is no estimated time…If you file in premium, you get decision in 15 days. So, you should go for premium, if you want early decision.
