L1A to H1B conversion in seventh year

I am on L1A Visa with maxout date in July 2023. I have completed 6 year in USA by July 2022 on L1A visa.

I have below general clarifications regarding L1A to H1B Conversion.

I don’t have I-140 is approved and Perm is filed on last year September. Can I eligible H1b for year 2023-2024 even though I have completed 6 year in USA by July 2022 on L1A visa.

I think a better option for you is to leave the US and come back on L1A after one year of cooling period. Hopefully by then your I-140 is approved and you should be able to almost immediately file for green card under EB1 resulting in less wait time.
