L1A to H1 B Transfer - Un used H1B and H1B Calculation

Hi,

I had one H1 through Company A in 1998 and spent 2.5 years (not continiously), later my H1 expired when I was in India.

Joined in Company B and they applied for my H1 and spent 2 years(Continious) later went back to India and my H1 got expired.

Again Company B has applied L1A and spent 1.5 years and currently in US working on L1 A visa.

My Question is can I re open my 2nd H1 B since I have used only 2 years and move to some other company and work on H1B.

This was several years ago and cannot be utilized now. You can go for cap-exempt petition only if the petition was approved in previous 6 years.
