Is there DropBox Facility for new H1B Stamping

My H1B got picked this year, now I need to do stamping. I would like to know if DropBox facility is available for this scenario in India. Can someone please let me know? I couldn’t find any info on this. Thanks in Advance.

If you have hold any US visa in past, you may get interview waiver aka dropbox. If this is your 1st time stamping of a US visa, you so not qualify for dropbox.

I already have a student visa which is expired now. May I know if it works to qualify for Dropbox?
