Is offer letter compulsory for H1B filing

I got in touch with 2 consultants for my H1B filing and both seem genuine.

I have checked their credentials in myvisajobs and other websites.

One of the consultant provide offer letter right now(before filing) and another said they provide offer letter only after lottery process is completed.

I am wondering if offer letter is compulsory for H1B filing.

More importnt than you offer letter is you salary statement if they flag your case.
