Is it mandatory to submit dependents name before?

Is there any prerequisite for H4b visa like

"The petitioner should list the names of the dependents along with the principal visa application to the USCIS. "

or it is not mandatory to submit dependents name before.(while appling for H1b visa).

Its not mandatory to add dependents name for applying a H1B petition. You can add them when you are going for stamping.
