Is H4 to H1 quota start date different from regular H1?

Hi

I am on H4 Visa and in US from past 8 months. I am planning to apply for H1b this April and started contacting few consultancies. 



Today I received a call from one consultancy to which I have applied and he said I have to wait till August since I am on H4 and Change of status (H4 to H1) will start only in August not April. Is it true? Should I wait till August. Please help me.

That company doesn’t know what they are talking about. You need to have it filed in April if you want to make through the cap. The cap may not survive more than 1-2 months and it will definitely not be available in August.
