In case H1B is revoked, will I still be cap-exempt?

My H1B petition has been processed from Company ‘A’ and was been approved in 2013.It expired in Dec '2015. I do not have a VISA stamped for this petition and therefore, I have

never traveled to the U.S. I left Company ‘A’ in Jul '2014 and joined new company ‘B’.

now the current status of my H1B petition is ‘Revoked’ like as below.

" On September 16, 2014, we revoked the approval of your case, Receipt Number xxxxxx, and mailed you a revocation notice. It explains the reasons for our action. Please follow the instructions in

the notice and submit any requested materials. If you do not receive your revocation notice by September 30, 2014, please go to www.uscis.gov/e-request to request a copy of the notice. If you move,

In case H1B is revoked, will I still be cap-exempt? Can a new employer file petition for me at any moment without having to be subject to the yearly cap, even if my H1B is revoked?
