What happens if some candidates who got selected in the lottery but they don’t get approved? Will the un-selected candidates get a chance then? When does the USCIS return the packets to the un-selected candidates?

After selection, uscis approves h1 or sends rfe, if rfe not responded then the petition is denied…
People started getting return packets for who not selected in lottery…
@RaNa I am in a similiar situation. I have a receipt number under masters cap premium processing.My lawyer says my petition has been returned. My records are clean. I graduated from top ten school in US and working for a renowed semiconductor firm (which is started in 1981 ) What could have gone wrong ? If rfe not responded within certain time frame causes denial ?
