I am on F2 & my husband's status is changing from F1 to H1 on 10/01. What is the process for COS from F2 to H4?

Am I safe if I apply for change of status to H4 before Oct1st? What documents do i need to send? Can I apply for Change of Status myself online? What is the fee for COS from f2 to h4?
