I-129 Petition denied by USCIS means Visa denied

In the past, my L1 B individual Visa petition (Form I-129) was denied by USCIS. I never attend interview at US Consulate. And my passport doesn’t have any visa denied Stamp on it.

Now I’m applying for UK Visa Where i have to give answer to the question below.

“HAVE YOU BEEN REFUSED A VISA FOR ANY COUNTRY IN THE PAST”?

What should i answer to this question?

Answer is No. I-129 is not a visa but a petition preceding the actual visa.

Do they track my petition denied history from my passport number? I want to give a genuine information.

Is it safe to give the I-129 Petition denied information in the application? Or not required? I’m confused because If i answer “No” and later they shouldn’t raise issue on this. Pls help. its urgent!!

It should be No. If you apply for a US visa now, there is a question in their form asking if you visa has ever been refused. Answer to this would be no as your I-129 was denied and not visa stamping at the consulate. Likewise, the answer should be No to other country’s visa stamping question.
