Every visa has its own residency duration. It is not cumulative. The L-1 clock stops and H-1 clock restarts from zero and not 3 years.

No thats not true, it is 3 years - For L1 and H1 it combined, Maximum is only 6 years, (unless you spent 1 full year outside the US). an exception is L1A visa where you can get 7 years, but eventually u might want to convert to H1B (before you start your last year) if you are applying for GC.
