How Many Time can I use MS Cap exempt for H1 B Filing

I have done MS from USA and used Master Degree cap quota once for H1b.But due to recession my H1 revoked and now I am planning for new H1 B. so my question is

  1. Can I use MS cap quota one more time for H1B filing.

  2. I have never used OPT while in USA as I Got H1,so is there any time constraint to use OPT.(its 6 yrs ago when I did MS).

Your Help will highly appreciated.

  2. I don’t think you can use OPT for that F-1 now.
