The H-1 needs to be applied on April 1. So you need to enter US prior to that. When you find an employer willing to file H-1 for you, work with them about the entry date. Entering US in Feb or early March should be ok.

Early March in the sense may be at the end of 1st week of march?
End of 1st week of March should be ok. Hopefully you would have found an employer by that time, and they would be aware of this timeline.
