H4 visa stamping using Emergency Appointment - H1B stamped?

Hello Together,

Below is my case details:

  1. Got H1B stamped on March 12th 2020 ( before president proclamation on travel ban) and its valid till September 2022
  2. But didn’t travel due to travel ban and still in India

Question:

  1. Can i raise H4 dependent visa for my spouse and kids?
  2. Or do i need to raise H4 visa only as Emergency appointment ?
  3. Is my case has any chance of EA approval ?
