H4 to F1 Change of Status Doubts

Hello

I am planning to apply for COS from H4 to F1. I was previously on H1B but decided to pursue my first masters. Lawyers advised me to move to H4 first and then apply for COS to F1. I had the following questions about COS

  1. What is the address to which I should send my COS docs? I read in the[following link](https://www.uscis.gov/i-539-addresses)
    that if your I797 ends with WAC you send it to Phoenix. Is that accurate?

  2. Given that I was H1-b before, how can I show that I intend to move back to india?Will generic information like “I have my parents” statement suffice or would you guys suggest something else ?
