H4 EAD to H1B Cap Exempt

I got converted to H4 EAD in 2017, prior to that I was on H1B and I had my 1140 approved and my H1B validity expired in 2019. Currently I am working on H4 EAD. My question is can I apply for H1B extension in Cap Exempt category?
