Can someone on H4 EAD work as an independent contractor with a 1099 without forming an LLC or a Business License? Living in State of Texas, Client in NY.

In general, H4 EAD gives you a lot of flexibility to start a company or work in any mode. Talk to a tax or business attorney to clarify this.
