H4 Document Submission

Hi

My spouse has a H4 document submission in Chennai and subsequent interview in Chennai two weeks later. She does not qualify for the interview waiver. Can you please let know if she can submit the documents in Kolkata VAC center? I know that people with interview waiver can do it, but she does not have it.

I dont think so but have her call VFS and check.
