H4 and H4EAD expedite denial message - Case with Officer?

Hi,

My visa will expire on 3/2/2020, so filed H4 and H4 EAD applications along with my Husbands H1 in October, 2019. H1 was filed in premium, got approval with in 15 days. H4 biometrics was completed on November 7th, 2019. Since then no status change in both the applications. Last Friday called USCIS and requested expedite both the applications. Yesterday received an email from USCIS saying that it denies to expedite the process as it doesn’t fulfill the required criteria. However we are not sure of the below message (Highlighted), received along with the denial. Would like to know if anyone received similar msg and what exactly it means. Anu suggestion will be highly appreciated. Thanks.

The message indicates that your case is currently reviewed by an officer. In general, the cases are handled after they are assigned to an officer. So, technically you have an officer assigned and will be working on the case, that’s why you see the message stating the same.
