H1B- withdrawal

Hello,

I have a question regarding h1b withdrawal notice. My h1 was picked this year and my employer has withdrawal my h1b and now he is trying to take back that notice. My query is that can he take the withdrawal notice back now also ? Or other employer can take back that notice once it is picked ?

He should be able to withdraw it. I would suggest employer to file a SR with USCIS and inform them about the situation, and have it documented.
