H1B Visa Transfer to new company before joining petitioner

Dear All,

I am having H1B from YYY company approved and stamping done and passport received. But not traveled to US.

Now my current company XXX is ready to offer me job at US.

What is the option
Do XXX need to apply for H1B transfer or XXX need to apply for new one in 20130-14 quota.

Please clarify.

Which year did you receive stamped H1? If its within last 6 year, XXX can go for H1 transfer under cap exempt.
