h1b visa stamping vs h1b approved petition

Hi ,

I would like to know which situation is better for H1 transfer working in india .

Having approved h1b petition without visa stamping

                          or

Having approved h1b petition with visa stamping.

currently i am looking for h1 transfer with other companies .but original employer is trying to hold me for some more time by telling he can get visa stamping soon

Once you have your visa stamped, it is not required to get it restamped when you change employers (as long as the previous visa stamp is valid and has not expired). Stamping can run into issues. So try to go for stamping through an employer who has better chance of approval.
