H1b Visa stamping during travel ban

Hi,

I’m currently working in US on H1b. I got my extension in May. I’m working for same company and in same role for some time.
I’m planning to travel to India in December, if consulate are open.
Do I qualify for exception for the president proclamation and get my visa stamping?
