H1B Visa as Non-Cap Exempt

Hi,

I hold H1 visa which is validity for 2 more years. Can i file a new H1B petition under Cap limits of each year.

I am aware of Cap-Exempt option available to me, but would like to explore the possibility of applying for a fresh petition as part of every year cap.
